Pixel art is a form of art which was popular in old days and has now once again risen to claim it's throne in the most popular art styles, with time even pixel art has evolved and is now more versatile with practically unlimited colour palettes and much more.

So has our needs to do pixel art, now-a-days there are loads of awesome pixel art tools which are specifically designed for this purpose. So let's have a view over some of the most popular and powerful ones that I use or have used for pixel art creation.

Asesprite

An awesome and powerful pixel art program. It has an awesome community and a hard working team of developers. It's a free and open-source product, but it's binaries/builds are paid but relatively cheap, but if you want to use it for free just do a build of your own. It's simple enough if you have Visual Studio else you may have to dig deep. Other than that it's an awesome tool and has loads of features for pixel art.

Piskel

This one is available as a web browser based app and can also be downloaded it's relatively simple to use and is also completely free no strings attached. At the moment is only supports basic features but is still very powerful and can be used for any type and size of pixel arts with ease though not the extremely big ones.

Graphics Gale

This probably the most powerful free pixel editor around, it has the ability to animate, set up palette and even index art. I love using this tool the only drawback is the sort of cluttered Interface and higher learning curve than usual. 
This is the best tool if your goal is to create pixel animation for purpose other than games, though it's good for all kinds of pixel art but animated art creation is it's area of supremacy. But export to GIF and other such features for animation related pixel art are only available in the paid version, though you get AVI and PNG export.

Pyxel Edit

It's truly the best pixel editor I have ever seen if you do pixel art for games and it involves creating tilesets then I recommend tring out the beta and then getting the paid version if you want. I know that this list is titled free so I am ranking it here on the basis of it's beta which is also very awesome. It supports powerful tileset drawing system which I found very intriguing. And it's UI is also very intuitive. 
So it's the best pixel editor if you goal is to make games.

GIMP(Totally Free!!)

Well news to you all GIMP can be use for Pixel Art also just like Photoshop GIMP, it's like an honourable mention based on the fact that only one of the above tools is completely free so I decided to tell you all. That this is GIMP and it can be used for Pixel Art as well. So please use it if you want something totally free.

Thus we get to the conclusion that there are a lot many different Pixel Tools there in the world just choose the one that suits you the best. If you want free to the end go for Piskel or GIMP. If you are more of an game artist go for Pyxel Edit or Asesprite. If you want to animate choose Graphics Gale. Choose the right program be happy.
